Why do women wear revealing clothes and then get mad at men who look?

A mess of young ladies will wear low cut shirts that show cleavage or low cut goods embracing pants or short skirts and get frantic if gentlemen take a gander at them. Unless obviously its a fellow she prefers then young ladies that dress as that will stick their midsection out.

Its not that its impossible not to look its just very hard. And just because we look doesn't mean we enjoy looking. It can be irritating if I am trying to do something serious and some girl in those kind of clothes is tempting me to look. 
Its women logic no one can understand them at all..
